State-Backed Terror: Uttar Pradesh Mobilizes 10,000 Vigilantes to Attack Minorities and Crush Rural Economy

The administration claims that this new program will boost the rural economy, create green energy, and promote natural farming. However, behind these clean promises lies a dangerous plan to give official state support to aggressive vigilante networks. By training these individuals under government supervision, the state is legitimizing private violent groups. This policy hands real authority to ideological mobs and completely destroys the rule of law.
A Dangerous Plan Disguised As Rural Growth
Chief Minister Yogi Adityanath and his administration are framing this initiative as a helpful community scheme to create a large network of trained individuals called cow friends across every single village. The government is specifically targeting young people from Gen Z to join this campaign, and the most alarming detail is that preference for this training will go to people who are already active in private cow protection activities. Giving government training to people who already participate in vigilante activity is an aggressive move against vulnerable populations. Instead of hiring qualified veterinarians or expanding professional civil services, the government is building an army of untrained ideological volunteers, creating an environment where aggressive individuals feel fully supported by the state.
Severe Damage To The Rural Economy
The government claims this program will build rural prosperity, but the harsh reality shows that strict cattle regulations and constant harassment have ruined traditional livestock markets across northern India. Poor farmers rely heavily on cattle sales to survive unexpected crop failures, but current government policies have completely broken this traditional economic cycle. Farmers are now forced to abandon older cattle because they cannot afford to feed them, leading to millions of stray animals roaming the countryside, destroying standing crops, and causing severe financial loss. Existing government cow shelters are overcrowded, dirty, and poorly managed, meaning that training thousands of aggressive vigilantes does nothing to solve these deep economic problems and only inflicts more harm on poor rural communities.
A Violent History Of Mob Attacks
This new training initiative is extremely alarming because of the long history of mob violence connected to cow protection, where human rights organizations have documented hundreds of brutal attacks across the country over the last decade. Documented reports show that at least forty four people were killed and more than two hundred and eighty people suffered severe injuries in cow vigilante violence between 2014 and 2018 alone. Over eighty six percent of those killed in these brutal attacks were Muslims, while marginalized lower caste communities have also faced intense violence while carrying out traditional leather work. Violent mobs routinely stop vehicles on highways, harass innocent commuters, and physically assault people with complete impunity, knowing that local police often protect them instead of arresting them.
Destroying Law Enforcement And Public Trust
In any civil society, the state must keep a total monopoly on law enforcement, meaning only official police officers have the authority to investigate crimes and enforce laws. By giving official government recognition to these cow friends, the state tells the public that vigilantism is completely acceptable and destroys the legal authority of the police. Even if these volunteers receive basic classroom instruction, they will inevitably act as illegal law enforcement officers on the streets by setting up unauthorized checkpoints, harassing innocent travelers, and using violence without facing any real legal consequences. This policy completely destroys public trust in official police forces and transforms the state into an active partner in vigilante violence.
Economic Destruction Of Marginalized Traders
The violent enforcement of cow protection laws has crushed important traditional industries like leather exports and meat production that previously provided stable jobs and steady income to millions of poor people for generations. Today, aggressive vigilante violence has almost completely destroyed these vital economic supply chains as truck drivers carrying legal goods face constant physical danger and extortion from armed mobs on highways. Small livestock markets have shut down across multiple states because traders fear for their lives, forcing hundreds of thousands of daily wage workers into extreme poverty. The government is actively crushing real businesses and ruining livelihoods while funding aggressive ideological groups.
Reclaiming Real Justice And Protecting Constitutional Rights
The government must immediately cancel this dangerous training program and stop empowering violent mobs, as real public safety requires strict enforcement of existing laws against all forms of extrajudicial violence. Government funds should go toward building real veterinary hospitals, helping struggling farmers, and hiring professional law enforcement officers rather than delegating state responsibilities to private vigilante groups. A democratic government must treat every single citizen with equal respect and provide safety to all communities without any discrimination. Handing official authority to private ideological groups is an aggressive attack on human rights, and state authorities must hold all violent mobs accountable to protect constitutional values.
