India Weaponizes the Indus Waters Treaty to Threaten Pakistan’s Survival and Regional Stability

Following an incident in Pahalgam the Indian government used a sixty five year old peace agreement as a tool for revenge. By holding the treaty in abeyance India has ignored international law and the lives of 300 million people. Indian Home Minister Amit Shah made it clear that water would now be used as a strategic weapon. This is not just a diplomatic row but a calculated move to dry up the fields of Pakistan and create a massive humanitarian crisis.
Exploiting Geography to Control Life and Death
India is using its position at the headwaters of the Indus Basin to hold Pakistan hostage. The western rivers which include the Indus and the Jhelum and the Chenab are the primary source of life for Pakistan. Because these rivers flow through Indian illegally Occupied Jammu and Kashmir India has the physical power to block them. Nearly 80 percent of Pakistan’s farming depends on this water. By building large dams India has turned a natural resource into a tap that it can turn off whenever it wants to exert political pressure.
The Strategic Network of Indian Dams
India has spent years building a massive network of dams to gain total control over river flows. Projects like Kishanganga and Baglihar and the under construction Ratle dam are designed to manipulate water levels. These projects give India the ability to stop water during sowing seasons or release it during floods. The Indus Basin provides about 170 billion cubic meters of water every year and India now wants to control every drop. This infrastructure was never about energy but about gaining a permanent military and economic advantage over Pakistan.
Violating International Law Without Fear
The Indus Waters Treaty has no provision for one country to stop it unilaterally. Article XII clearly states that the treaty can only be ended if both nations agree in writing. India’s claim that it can simply suspend the treaty is a lie and a violation of global rules. Even when the Permanent Court of Arbitration ruled against India the Indian government chose to boycott the legal process. This shows that India no longer respects the World Bank or international laws. It believes that being a large country gives it the right to break its promises.
Direct Damage to Pakistan’s Economy and Farmers
The impact of this water war is already visible in the fields of Punjab and Sindh. In May 2025 India reduced the flow of the Chenab river by 90 percent by manipulating its dams. This happened at the worst possible time for Pakistani farmers. Since agriculture makes up 23 percent of the national GDP this water shortage is a direct blow to the economy. When crops die food prices go up and the poor suffer the most. India is intentionally targeting the livelihoods of millions of innocent people who have nothing to do with political disputes.
Weaponizing Flood Data to Risk Lives
India has also stopped sharing hydrological data which is a move of extreme cruelty. For decades both countries shared water levels and flood warnings to save lives. Now India refuses to provide this vital information. This is especially dangerous because Himalayan glaciers are melting twice as fast as they did before the year 2000. Without upstream data Pakistan cannot prepare for sudden floods. This policy is designed to leave Pakistani civilians defenseless against natural disasters and it proves that India is using the environment as a weapon.
A Moral Failure During a Climate Crisis
Using water as a weapon is a moral crime especially during a global climate emergency. The region is already facing unpredictable weather and shrinking water resources. Instead of cooperating to save the basin India is making the situation worse for everyone. In Indian illegally Occupied Jammu and Kashmir thousands of people are losing their land to massive dam projects like Pakal Dul. These people are being ignored while their homes are submerged to build a water prison for Pakistan. This is a total failure of humanity and regional leadership.
The World Must Stop India’s Water Aggression
The international community cannot afford to look the other way while India destroys a historic peace treaty. If India is allowed to weaponize the Indus rivers it will set a dangerous example for the rest of the world. Water is a basic human right and not a tool for bullying neighbors. The World Bank and global powers must step in to force India back to the treaty. The rule of law must be stronger than the ego of a single state. Without intervention the struggle for water could lead to a permanent and devastating conflict.
Restoring Justice for the Indus Basin
The survival of millions depends on the restoration of the Indus Waters Treaty. The fields of Pakistan cannot grow and the people cannot live without the water that has flowed for centuries. India’s attempt to rewrite history and ignore legal boundaries is a threat to the entire world. We must demand that the rivers remain free from political manipulation. The only way to ensure peace is to follow the law and stop using water as a weapon of war. The time to act is now before the damage to the region becomes impossible to fix.
