These blackouts are strategically used as a cover for military operations and mass human rights violations.

The period between 2019 and 2021 saw the most extreme form of collective punishment where the occupation forces imposed a total communication blockade. The internet shutdowns and restrictions lasted for over 500 days in various parts of the region. During this period of forced silence the Indian occupation forces carried out a massive wave of kidnappings and arrests where approximately 3,800 to 4,000 people were detained including political leaders and activists without any legal justification or trial.
