Kashmiri Youth Detained Under Draconian PSA for Political Activism in IIOJK

In IIOJK, civic activism continues to be criminalized, as Indian forces detain yet another politically active youth under the controversial Public Safety Act.

In a recent instance of political repression in Indian Illegally Occupied Jammu and Kashmir (IIOJK), Indian forces have arrested a Kashmiri youth from Doda district under the widely criticized Public Safety Act (PSA).

The detainee, Mohammad Rafi Sheikh, hails from Phagsoo village in the Chenab Valley and is known for his active involvement in local politics and civic issues. He has now been shifted to District Jail Udhampur following the order of detention issued by the district magistrate.

Authorities allege that Rafi was involved in “anti-India” and “pro-freedom” activities—vague charges often used to suppress dissent in the region. They claim the arrest was made after official detention warrants were signed by the magistrate. However, legal experts and local observers see this as yet another example of how Indian authorities are using the PSA as a tool to silence political opposition and grassroots activism in the occupied territory.

The Public Safety Act, often referred to as a “lawless law” by human rights organizations, allows for detention without trial for up to two years. It has long been criticized for enabling arbitrary arrests, particularly of Kashmiri youth, journalists, and political activists.

In recent years, Rafi had gained recognition as a strong civic voice in the region. He was frequently seen participating in demonstrations and contributing to political discussions. His rising prominence made him a symbol of grassroots resistance and political awareness among the younger generation in the Chenab Valley.

Observers argue that his arrest is not just an isolated case but part of a larger crackdown on dissent in IIOJK. In the name of maintaining law and order, Indian authorities have increasingly targeted individuals who raise their voices through peaceful means—be it through political engagement, social commentary, or civil activism.

Many fear that such actions are designed to stifle the growing demand for civil liberties and self-determination in the region. Rights groups have repeatedly urged the Indian government to repeal the PSA and release those imprisoned without charge or trial.

As repression deepens under the Modi-led government, the space for democratic expression in Indian Illegally Occupied Jammu and Kashmir continues to shrink. The arrest of Mohammad Rafi Sheikh adds to the long list of Kashmiris facing punitive action simply for exercising their basic rights.
